Interesting perspective

Fellow resident Scott Carney has a blog with a post on the state of chennai traffic, which I find has some interesting views. He is off the mark when it comes to some facts, starting with how much traffic police make (legally). Gone are the days when traffic policemen were paid less than a thousand rupees a month. I checked with the police administration and they say the starting basic pay of a traffic constable is Rs.3,500. If you add allowances, the gross pay is about Rs.6,000.
It is important to note that there is a widely-acknowledged system of patronage for traffic police, by which they get free food and drink on the job from some hotel nearby. That is just patronage. Most traffic police collect regular bribes (locally called "mamools") from hawkers and shopkeepers, besides motorists. Failure to pay these bribes will expose the shops and hawkers to action under laws against causing obstruction, rash and negligent behaviour. The vehicles in front of the uncooperative shops are liable to be regularly seized, a factor that would affect business.
